The scooter is a 2011 with 815 miles on it.
I changed the battery, spark plug, and cleaned the carb. Also I checked for any cracked lines and checked to make sure the fuel pump is working. The spark plug is getting spark and the engine has compression.
So at this point I am at a loss for what is wrong.
Any help would be GREATLY appreciated.

Bad ground? Kick start kill switch? I'm not sure where the bad ground would be. I tried kick starting and nothing.

How much compression? Is the spark plug wet or dry when you remove it after trying to start it?

When you cleaned the carb did you make sure the idle jet was clear? It won't start if that little bugger is plugged up. If you have a wire brush use one of the bristles to clear the blockage. The hole is very small. If you shoot carb spray in one end it should shoot out the other end. Sometimes soakin the jet in some carb spray in a little jar will help loosen the clog. If you are confident that the jets are clean then move on and check for a tight valve. If one of the tappets has no gap then you will have low compression which will cause a non-start. If you do not have a feeler gauge, use a strip of aluminum can. It's gonna be close enough to make it run.
