Well, they don't turn all that fast. Engineers design these props (Diameter, pitch, weight, etc.) to keep the tips of the prop moving below the speed of sound. If they go supersonic, then all efficiency goes to heck and additional stresses and loads are placed upon them.
This does not, of course, mean they can not be loud...very loud...because they are. More efficient than a straight jet though.
