Is the spark plug giving spark when you turn the motor over Yes I purchased a new one and gapped it correctly. I even took it out and checked for spark.

That hose goes to the front valve cover, that metal tube in the very front cover of engine. I would pull off the fuel line going to the carb and turn over the engine and see if you are getting fuel flowing out the fuel line. Cause if your getting spark you wanna make sure your getting fuel.

I see now in your pictures you have your fuel line straight from fuel tank to carb. So you must have fuel getting to carb unless your fuel filter is clogged . I would check your vacuum lines and make sure there's not any leaking or cracked. If there ok then I would do a compression check . Also do a valve adjustment.

These scooters are sort of a puzzle to figure out, especially with the PAIR system as in example the disconnected item running to your default-bore valve cover.
There is an advanced way to simply test to see if fuel has made its way into the spark plug area with the spark plug out (you've confirmed spark at the plug which is good electrical/cdi-wise..) I can't recommend a procedure for this but with the spark plug completely out.. I think one could use a pop-sickle stick and place it near where the 'fuel' would inject from the carb into the motor (aka the default plug end.. location) so while your starter is turning everything over if it sprays fuel on the pop-sickle stick itself after say 3-4 starter turn-over sounds. Then it's likely to be a vacuum line issue as that would prove fuel delivery.
1. You've visually proven spark at the plug (hence proper gaping of the plug too) 2. Pop-sickle stick in empty spark bay after 3-4 turns (if it got wet with gasoline then..) 3. Check all vacuum lines (I've replaced many soon-to-fail lines with silicon 4mmID/8mmOD)
You should be good to go after this.. Just remember to keep good oil in the engine and gear oil in the back, these things run pretty good after a little know-how is experienced.

For one your vacuum assisted petcock isn't hooked up correctly and therefore you have an open vacuum line in your intake manifold. You're sucking way to much air in after the carb. Also did you check that you didn't pull a wire off your coil? And make sure the sparkplug wire is screwed all the way into both the coil and the boot. Make sure the boot "clicks" when you connect it to the sparkplug. The only other thing I see is you don't have a battery. Did you turn the ignition on and check that the kill switch is off? These would be the first things to address.

I've never dealt with a petcock like this but I don't see how it's working with no fuel line going to it at all. Found this diagram online and your set up seems to have the same system but not connected like this at all

It's rather simple. The vacuum opens a valve which allows the fuel to flow past. When the motor is off the valve spring pushes the valve closed cutting off the fuel flow. A so-so idea poorly executed. Cap off the vacuum port on the intake and get a $1.99 manual petcock at your local auto parts store. Look in the lawnmower section.
