I have done all I can think of, but the last quarter of thottle isn't doing anything, it pulls, but does not seems to be giving more gas or anything, it is just non reponsive. I adjusted the nut and the idle, still no effect. I know it is not being limited by the CDI, it's been derestricted. Not sue what else to do... any thoughts?

3/4-WOT being unresponsive is likely either a main jet issue or the cable isn't opening the throttle all the way.

If it's the jet, would it need to be upped? I have some larger ones on the way

You got a 2 stroke or a 4 stroke?

Have you tried moving the needle clip down or up a click or two?

Yeah, If you remove the top of the carb where the throttle cable goes in, a cylindrical slide with a spring comes out and there's a needle in the center. You have to release the throttle cable from the cylinder and then you can ghet to the needle and clip. the reattach the cable and blah blah blah
Moving the clip up and down will affect the fuel ratio to the engine.
Pay attention to the slide when you pull it out of the carb. It has a slot that goes in only one way.

If changing the needle jet one way or the other has a good affect, try going a step in that direction with the main jet to see if it improves more. So if moving the clip down to richen the mixture improves it you might want to try moving up a size on the main.

Well, after some tinkering and adjusting the mixture and idle screws I have better top speed, a smoother idle, but a louder running sound. Is that normal?

I'm also getting power at WOT now too! WOO! thanks for the carb needle tip I am now getting a 42 mph reading, not sure how accurate the speed is though

I have better top speed, a smoother idle, but a louder running sound. Is that normal? That's the sound of POWER! lol As long as it's not an unusual noise or a clank or sounds like an exhaust leak, I'm guessing it's OK.
