Scooter won't start

I recently got a scooter from a buddy off mine. He claimed it didn't work but I took it anyway. I check what I thought were the basic parts. I then added gas and it started. The battery was dead so I cranked it with the foot pedal and it worked. I charged the battery to see if it would start but it sounded like it wasn't enough juice. I here it trying to turn over but not enough. The gear inside the silver cover (i don't know what it's called) was chipped and it wouldn't work anymore. So now I can't start it with the foot crank either

Any suggestions? Maybe new battery?
