If you get it to max speed and then hills or winds or tucking etc... won't make it rev higher, that would be a good indicator. Maybe if it revs high enough you could hear it "bounce" off of the rev limiter, which would sort of sound like a stutter and would go away when you backed off of the throttle or slowed down. I'm not really sure, because I've been fortunate enough to never ride an RPM restricted scoot.

I tried to find a vid on youtube real quick to show you. If you have a center stand maybe you could just rev it up on the stand and see if it hits one.

I agree with 90GTVert.
If you max out going 35mph (I'll use this number for demonstration purposes) on flat land, and then max out going 35mph downhill, then I'd say you have a restricted CDI. What would really be bad is if you can hit 35mph going uphill too.

What would really be bad is if you can hit 35mph going uphill too. I disagree that it would be a bad thing because then you know you've got a pretty strong running scooter. You'd just need to either disable the rev limiter or replace the cdi with a non restricted one. Just my :2cents: .
