Man, your getting robbed. I only pay $100 a year for 2 scooters and a motorcycle.
In my state, 14 year olds are permitted to drive mopeds. The requirements if you are under the age of 16, is you must first take a moped safety course, then you take a written test, eye exam, and there you have it. If you are over the age of 16. You just take the written and eye test. If you already have a drivers license, you need no extra endorsements. Then finally, in the case of my daughter. She has a moped permit with a drivers learning permit and motorcycle learning permit. I don't think she will ever get over her anxiety of driving a car with that Autism, but I'm pretty confident I can step her up to a 150cc or even a 250cc bike later on.
But to answer the question:
In Louisiana, a motorized bicycle or moped is a pedal bicycle with a motor rated no more than 1.5 brake horsepower, a cylinder capacity of no more than 50 ccs (cubic centimeters), and an automatic transmission that produces no more than 25 MPH on a flat surface.
To operate a moped on Louisiana roads, you must have a valid driver's license with a motorcycle endorsement.

Take note:
Scooters
Although scooters are becoming increasingly popular among teenagers and young adults, you may want to think twice before purchasing one to use as a primary method of transportation. According to the Louisiana State Police, gas or electric scooters do not meet the safety-equipment requirements for registration. This means that these vehicles cannot be legally driven on Louisiana roads. If you are found operating a scooter on a public roadway or the shoulder of a public roadway, you will be ticketed.
YES there is a difference between a SCOOTER and a MOPED.
