I am working on Riva and the starter turns but its not engaging to turn the motor over. What should I look for or replace?

I know nothing about that model, but that would generally indicate a bad starter clutch or bendix.

And..... as shown by the parts break-down, the folks @ Yamaha are real "dentists" (one small relatively expensive part at a time).

After rebuilding the carb, pilot jet was clogged. I could turn the motor by hand and then it would turn over by the starter still not starting. I ran a compression it was low. I then checked the vavle clearance it was close on the ex. and almost on the intake. Adj. them and know the starter works fine. Why does the starter work becauce I adj. the vavles? And know it starts and runs great.

I get why it would start now, that's common when the valves are out of spec. Why the starter wouldn't work though, you've got me.
