Say I had about $1200 to spend on a used scoot, do I go with a cool vintage bike like a Honda c70 or a newer (since 2000) honda, yamaha, kymco or sym scoot?
An older bike will likely be under $1200 but I should count on replacing some parts. A new scoot will need less but lacks the charm and street cred of an old bike.
What should I choose?
I don't have enough "play money" at the moment for another scoot but that day will come and I want to make the right decision.
I'd be driving in urban streets in traffic. Not on the highway

Save some of that $1200 for repairs etc.

You already seem to be aiming for a top tier scoot, so as long as you can find something in good condition you shouldn't have trouble finding a scoot that will treat you right. If you aren't clear on exactly what you'd like, maybe just spend time browsing classifieds and craigslist until you find one that meets your requirements and looks good to you. Once you know a specific model that you're interested in, you can usually google up good info and reviews about any reasonably popular big name scoot.

On my local Craigslist right now for $1200 I'd be torn between a Vino 125 and a Buddy 125.
I did pay about $1200 for my Vespa v90 a few years ago but it had bad tires, the transmission immediately exploded, etc....

some of the prices are over inflated here. most Honda ch80s are listed for 1,000. They are either greedy or think a 4 stroke 80cc with no storage or kick start is worth more because its a Honda. Vespas are going for 3k. Even genuine is a little pricey. Kymco seems a little more reasonable. Maybe I'll be in the right place at the right time and get the right bike for the right price and spend the rest on beer as god intended

$1200 will sure buy you a decent scooter(used). You will have to do your homework shopping. Find something you like, then look it up on line to get an idea of its quality, popularity, the ability to get OE and aftermarket parts, and what its fair market value.
Iv found some inexpensive scoots I wanted to drop the hammer on, but after doing some searching, parts were hard to find.
Id stick with name brands. Honda, Yamaha, Kymco, Vespa, Genuine, Derbi, Aprillia, Piaggio, Beta(if ya can find one) to name a few.
Not gonna knock clones, but you get what you pay for. Some are decent with a few upgrades.
Personally I wouldn't want to blow the whole wad on just the cost of the scoot. Id try to find something in the 6-800 range the save the spare cash for mods and upgrades. I know that like trying to find a scooter-corn, but decent priced scoots are out there if you have the time to look for them.
