Has anyone used vinyl paint for the seat? I've used it once on a bicycle seat but it was black on black and I didn't have it long. I'd like to paint my seat brown or tan. Does a light color go over a dark color well? How long does it last?

I do not recommend painting anything that is soft like rubber or vinyl seats. I would recommend having it stained instead.

Paint has too much thickness and doesn't flex well. On a seat the paint will crack and chip off very quickly, The seat has padding that has give and the paint won't flex enough to stay put.
Stain is thin. There are stains at the hardware store for upholstered furniture (such as vinyl or leather).

Wal-Mart or craft stores may carry tan vinyl so you could recover the seat, if that interests you. It's not too expensive and basically just requires a staple gun, scissors, and a bit of patience. niz76 has done it to a few of his flip scoots.

I used the vinyl paint, duplicator brand I believe, years ago to turn some white chairs in my tattoo shop black. I cleaned the vinyl with something harsh. Acetone if I remember, to get any oils and whatnot up.
It held up rather well. Even under being wiped down regularly with harsh antiseptics the only places it started to flake were on the edges of the piping.
