This taotao AM50 has less than a mile on it but has a crack that leaks oil. I think it arrived damaged and the guy has had it sitting for 2-3 years in his garage. Is this fixable and worth to buy for cheap?

Welcome to the forum Maybe some JB Weld could fix it, but I think that you'd have to ditch the center stand? How much is "cheap"?

The oil leak would be a concern. You can probably get a professional Aluminum welder to fix that for $100 or so.
Alternatively, you could probably find a scooter with a good engine for $100 that has been wrecked etc

Would I have to replace it with another taotao am50 engine or would any 50cc engine work? I was thinking getting it welded was the best option. The guy said he brought it to a mechanic and was told that there is special glue that could seal it but that sounds like a horrible bandaid fix.
This was just a chance encounter I had today. I have basically already decided on buying a new 2014 zuma from a dealership but I just need it for a train station commuter vehicle so I figured I'd asking around here if it was worth it for the price.

I can get them a lot cheaper than that, but I live in Vegas so it won't help you. I just figured that that's how much they should be in your area. Each area is different I guess.

Check your local craigslist for cheap new scoots. I've seen local dealers wanting $1000 for a new TaoTao or equivalent, but there's often somebody listing scoots for ~$600 new on craigslist. One of them I've looked at seems to buy a bunch and stick them in a storage facility. I assume there are people in many locales that may do this. Prob not gonna get any dealer support, but then I pretty much expect the same if I buy Chinese from an actual store or online.

I would never leave any 2 wheeled vehicle unattended at a train station. You're basically giving it away at that point.

It'd be less than $50 for a new piece. If it wasn't around the mount i'd have used epoxy.

that crack looks like its starting to run already. eventually it will run and break where the mounting bushing is and you dont want that to break on the road or you may die. I would not ride it another mile. Your options do do this right are replace that side of the engine case replace the entire engine (swap) find something else
