Developing apps for mobile devices

Anyone have any experience developing apps for mobile devices?

I'm trying to create a simple mobile app to connect to a remote data source.
I'm somewhat familiar with JDBC and very familiar with ODBC.
Android Studio assumes everything you do will go through one of Google's services.  Blah!

Particularly looking for a good (and affordable) development platform that isn't tied to Google explicitly.
