Just got this keeway f-act and I'm trying to get it running but it seems to keep fowling up the sparkplugs? Every time I put in a clean one try start, I take it out and its wet?? Any suggestions?

My first suggestion would be to remove the air filter connection in case the filter is clogged and it's not letting enough air through and acting as a choke, drawing in too much fuel.
My second thought would be that someone may have premixed the fuel and so it's getting oil from the fuel AND the auto lubing system and over oiling.
If neither of those, run a compression check. It's possible that you bought a scoot with worn or damaged rings.
Finally, is a fresh, dry new spark plug actually making a spark when you try to start it BEFORE you install the plug?
My 2 stroke 175cc bike simply will not start once the plug gets wet.

Also, have you checked the position of the air fuel mixture screw? Is it screwed all the way in?

No filter, the person had a can with hole cut in it. I have 4 plugs all got wet. Fresh fuel. 2 different carbs. But both carbs start to flood and drain out bottom? Haven't checked compression yet. I'll do that today.

I'll do that today. The carbs should not flood and drain out the bottom. Something is wrong right there. Drain out where? The bottom of the carb or the bottom of the engine? Are you saying they do that just sitting or after you've tried to start it for a few moments? Maybe you have 2 bad carburetors? Are the chokes working? Could they be stuck closed on both? That or it sounds like the float level is set too high on them or the needle valves are not sealing. Some carbs also have a rubber oring around the main jet. See if yours are supposed to have one and maybe it's missing? What carburetors are you using?

Well checked compression or lack of. Guess I'll be taking the top end off tomorrow and hopefully I have another set of rings.

It was at maybe 20 psi. It didn't have a kick start so I wasn't able to tell the resistance. I'll be fixing that problem and the carbs hopefully tomorrow.
