New to me xingyue ita 150 Rust in the cylinder. Can it be removed or do I need a new cylinder?

I'd just replace, or go BBK since it has to be replaced anyway.

A hone would probably cost more than a new cylinder and rings. I'd just replace.

That would need to be bored oversize. Not honed.

Reassemble, new plug, new oil, new rings... Kick it over and redline it a few times. The new rings will scrape all the mess away and poop it out your exhaust.
Disassemble, replace everything and laugh at what you just did.
Then BBK.

Here's an update: On another forum tvnacman suggested I soak it in vinegar overnight and rinse it out with baking soda and water. I did that and the results were positive Before After I took it to a machine shop and the honed it for free. The machinist said it should seal with no problem. That's good news considering this is an oddball case and a kit would set me back $90.

great news!
Aluminum foil soaked in vinegar and rubbed over the surface will remove surface rust real quick. Soaking is not required. Just clean up afterward with soap and water. On a cylinder like that a little glaze breaker or hone action will make it like new. Even a few rust pits will be OK.

I'm looking forward to working on this bike while I'm on vacation this week. (Yes I'm on vacation in February. What's even more strange is that I work in TV and they let me take a week off during sweeps....doesn't say much for my directing skills)
