an is it possable to switch out my front 10inch wheel to a 12inch wheel without doing any mods

Yes but: the gain is minimal, for the most part 12" tires are 70 series, while the 10 inch tires are 90 series.

Yeah not really worth the swap, IMHO.

And yes, some scooters are just fugly. One option is to do like Brent has done and just ride it without plastics. I'm pretty sure he spend a lot of time hiding wires and finding lights that looked good on a bare frame too.
