I have a 2012 Taotao 50 i bought from someone that let is sit for a few years. Carb was all jelled up and corroded so i replaced with a new PD19J from ebay, new battery, fresh gas, new gas lines, new cdi box, new ignition coil, new spark plug, adjusted the valves .004" intake and .006" exhaust. The problem is it starts and dies after a few seconds. Not sure what to check next, any help or advise is greatly appreciated thanks in advance!

2 things come to mind right off the bat...
1). You probably need to completely drain the gas tank and check it for water and or corrosion. Get a flashlight and inspect the inside carefully. I've seen some nightmares inside fuel tanks that have sat for a while. Also underneath the fuel tank is a fuel petcock. It has a filter going up into the tank. It may be clogged.
2). The vacuum fuel valve may not be working. You can easily test it.

let is sit for a few years Verify inlet air filter and muffler exhaust port are not obstructed with nesting insects.
Verify a deficient fuel petcock is not allowing excess fuel to bypass the carb . . .

Took off the air intake box and put on a UNI filter on the back of carb, vacuum petcock was stuck so i just ran a straight fuel line from gas tank to the carb, and blocked off the vacuum port on the carb intake. Gas tank is clean and when i open the carb drain gas flows out, so that tells me i am getting fuel, i know its getting spark. Anyone else running a straight fuel line without the vacuum operated petcock?

A hose straight to the carb isn't a great idea. It works, but it's best to put a manual shutoff valve in there. You can get 'em where mower parts are sold usually, and they only cost a few bucks. That makes it easier to work on if you need to remove the carb, but is also better for storing the scoot or some shut if off every time it's parked. It will allow you to stop fuel flow if something happens like the float getting stuck. For now, it's OK to get it running, but look into a shutoff.
You should use a larger main jet with a UNI filter, but you should be able to get it running with that on it.
Seems like an obvious question I guess, but is the idle set high enough for it to keep running? Can you rev it and get it to stay running, or it doesn't matter what you try it's dying?

Thanks for the advise I really appreciate it! Stoped by the local lawn mower shop and got a fuel shutoff valve, re adjusted valves, and installed the UNI filter and it is running on its own now without being wfo.
