If you have checked the kill switch, I am going to assume you have the plastics off the front of the scooter.
Disconnect the harness from from the kill switch and ignition switch. Try kick starting the scooter to see if you have spark. By doing this you have "opened" the kill circuit if there were issues with the switches.(unless this is a dc cdi then what iv suggested wont help)
Did you change out the cdi, stator and coil all at once or one at a time ?

one at a time. I'll try disconnecting the wire harness. Hopefully that will work. I was building it for someone. I wanted him to see it and see if he liked it before I went any further on it.

I'm talking about the ignition pickup, if this is a late model scooter, check the kick stand kill switch, it will stop it from starting and kill the engine. it's should be wired to the main kill switch circuit, it just grounds

No kickstand switch. But I've noticed that my stator are all darker than normal. I don't have a multimeter. But thought if they are darker it means they are fried? Going to swap the pickup right now. It was running, and then it stopped! That's the soundtrack to my life. Lol

so I disconnected the gauges and everything with a kill switch. still no spark. Just going to start from the beginning. What's weird is that my roommates moped was doing the same thing. Coincidence? I think not.

And why are there what seems to be 2 different voltage regulators on this thing?

You should seriously consider a multimeter if you're going to be working on scooters much. I'm just gonna take a wild guess that someone has been playing with the wiring and that's why the 2 regulators. Any more updates?
