Iv only changed mine from metal to carbon fiber or fiberglass. Unless there is a issue I would leave them alone.
Carbon fiber or fiberglass are more forgiving if they break off and get sucked into the crankcase. When metal ones break they do more damage.

How can I tell if they are going bad?

The motor will run poorly if at all if there is a big enough problem with the reeds, and one time my scoot would backfire while trying to start it when the reeds were bad.
Take the reed cage out and hold it up to the light. If you can see any light leaking through the reed edges, then they should be replaced. Also check the reed cage for heat warp.
The metal ones are pretty sturdy but as mentioned above, they tend to trash the motor IF one breaks.
