New to working on scooters mine quit running almost 10 years ago I got it fired up by taking the carb apart and cleaning it it's all put back together it fired up but won't stay running unless I restrict airflow to the carb but it ran for almost 2 minutes when I first fired it up I feel like I might also be having a issue getting fuel to the carb any help would be appreciated thanks

Scooter year, brand, model, modifications? Have you verified fuel flow, spark, cylinder compression . . inspected reeds . . checked that exhaust is not obstructed with carbon, rust, nesting insects?

It's a 2004 geely 49cc no mods and we checked all that it runs but just doesn't stay running without keeping it reved up and even then it shuts back down

Sounds like your carb is still dirty and your low speed passage could be obstructed with varnish. I would pull out the pilot jet and verify that you can see through it and then thoroughly clean the related passages in the carb. Really spend some time blowing air and carb cleaner into each passage and observe where the cleaner is coming out of and note the velocity/amount. You didn't mention, but I assume you put fresh fuel in it and let the old stuff flow out of the lines?

Yea I spent some time getting all the bad gas and gunk out of the tank and bought new gas lines

have you checked to see how much if any fuel is in the bowl right after it dies? it could be either running dry or flooding, both would cause what you are describing. and would indicate either a faulty petcock or float needle valve. also I would install a fuel filter if you haven't already done so.
