Is it ok to just take the bottom off like changing main jet and just spray with carb cleaner? I dont want to take it apart. Also to clean the outside of carb do you just spray it down??

Also to clean the outside of carb do you just spray it down?? you might want to make sure you take off the top with the needle and diaphragm, before you get carb cleaner anywhere near it. it can travel through the jet up the needle, and it will really mess up the diaphragm

Like aero said, it depends on why you're doing it. I think most would assume because you're having some carburetion issues....in which case I would just take it out and thoroughly clean it.

I kept having an issue where randomly something would get stuck. Not sure what but scoot wouldnt run but if i tap the card with a wrench it freed whatever got stuck up and would then run fine. Only happened a handful of times

The single answer to your question is YES, you can just clean the outside with carb cleaner and rags. YES, you can just clean and inspect the needle assembly and float.
The last YES...nearly everyone here will recommend that you freshen up the carb with a complete rebuild kit. Why fix one thing, only to find another? Spraying into passages that are not open or in unknown condition can worsen a problem. We have all done it!
If you are lacking the experience or confidence, find a friend who can help or ask your Father...GOOGLE. Many videos on carb rebuilding. Maybe even 90GTVert has done one. He has some high quality videos posted on You Tube, but I have not seen them all.

He asked CAN it be done. The answer is still yes. I am of a different school...when you put "if" or "hope" or something nebulous, I see nothing. Certain? Please expound!

Only happened a handful of times Sounds like perhaps the float is getting stuck. Or perhaps the jet attached to the float. There is only a thin rod which holds the float and jet in. It's easy to check to see if its binding at all.
