How many hours would a workshop normally charge for:
(Aprilia sr125,piaggio ac engine)
A) A complete cylinder swap to 172cc, reed cage change and stock carb main jet tune
B) Change carb to 25mm and jet correctly?
C) Change flywheel/stator+cdi?
D) Change variator, clutch springs and drive belt?
E) Everything above at one go while its teared down?

a) most cylinder swaps take about 1-2 hours. I imagine it would be similar for yours. Reed change should only take about 15 mins, and a main jet tune could take a few hours to get it perfect.
b) changing the carb is a 10 min Job, but again getting the jetting right can take time as youll need to do plug chops if you dont have an A/F meter
c) Changing the CDI is a piece of piss, it simply unplugs, chaining the flywheel and stator is a pain if you dont have a flywheel puller. Id allocate around an hour for this.
d) drive belt, around 5 mins if you have the locking tools. Same for the variator. Clutch springs im not sure of.
E) All in one go if its all torn down id say around 4 hours, 5 if its your firs time doing this. The most time consuming job is getting the carb tuned perfectly. WHen you get your new cylinder and piston, take it easy for the first 300 miles to bed it in.

agreed it should take no more than 5 hours, if they are familiar with the bike even less.

Looked at the invoice for the Blue TaoTao ATM50 that I used to own and had all decked out with performance this and that See this topic: 49ccscoot.proboards.com/thread/16591/project-scrappydogscooters-taotao-zuma-125Labor came to $420 with a total of 7 hours in, but then I had some gears installed/pressed and some other custom mods done that people normally wouldn't do, and DYNO time. But anyway, my invoice gives a break down of the work, and adding up all the things you are referring to (minus the flywheel/stator), I'm showing about 4 hours labor. Probably would have been even less had my guys been scooter guys and not motorcycle guys.
