Mahalo, Scooter Welcome and Aloha from Hawaii. This is a Great forum to learn from. I have learned pretty much all of my tuning skills from this forum and the members that contributed. Moped laws on Oahu have changed about a year ago. Mopeds and bicycles used to fall under same category, one time registration and a Moped/Bicycle License sticker. Due to noise complaints from the public, the law was changed. Mopeds now require a yearly Registration and a Safety Check (both costs about $15 each). The safety check process involves the moped running on the center stand, revved up to 1/2 throttle and I think the noise is measured from 15 feet away from the the exhaust. I think the decibel level is limited to 85 decibels. There are lots of shops that sell brand new 4 stroke mopeds for around $700. A few shops sell used 2 strokes and used 4 strokes. There is a rental company located in Waikiki that rents and sells Genuine Buddy 50 mopeds. These are 2 stroke minarelli/jog type engines that meet the new emissions requirements for 2 strokes. It all depends on your preference. There is also Craigslist. Use the search function and type in Moped and you will see the listings for used mopeds and a few shops that sell new and used mopeds.
