ok so my cousin, he owns the scooter that this topic is about, he took it to the same shop i did but this was a while ago, they said his valves slugged up, so they cleaned them and it ran fine, now its sputtering at 45+ mph again, anyway to prevent this from happening?

I've adjusted valves, never cleaned them. Perhaps they cleaned the carborator? If he is regularly needing to clean the carborator, rethink the gas station he buys from. He should also ad a filter to the fuel line between the tank and pump, and even a second between the pump and carborator.
There are very good resources in the tech section on carb cleaning, and how to adjust the valves.

ok well we looked at my cousins scooter today and checked the oil, BONE DRY, has been for a few days at least if not longer, we put oil in and since we put oil in the thing, it does not want to stay running and hesitates kinda like my scooter does hahaha, go figure
