My Venus (pretty much the same thing as a Venice) was a lot of fun with a 90cc. Lots of low end torque and a short wheelbase made it wheelie-capable, while being mild and excellent for street duty.
Names... Venice To Society? Skeletor? Bones? Bob?

Throw the 90 on it and try to keep the front wheel on the ground! Naked scoots are fun.

Haha i like the first name, venice to society. the more i think about it though the more i want to put that 90cc motor on because i could get so much more use out of it on that scooter frame then on that atv frame.

I have an 06 venice myself, i know the struggle trying to reimagine a bare frame.
First things first, take care of them plastics you took off. I know you said you dont plan to use them again (cutting the tabs off) but they're unique to tng venice scoots and theres lots of folks out there looking for replacement plastics.
After that, i'm working on a steering stem/fork swap so i can get into a front disc and get out of that reeeeeally crappy front suspension. But i'm doin a boatload of customization to mine currently. Lots of fab and welding. But i'll be posting more in my own build as i make more progress.
Biggest limiting factor is how unique tng venice scoots are, theres few swappable parts outside the engine, so either get creative or stick with minimal stock.
My 2 cents
