You should be able to get direct from China BBKs in most areas for roughly $20. In the US, you aren't going to walk into a shop and buy one for that, or I certainly wouldn't expect to. We live in a land where people somehow get away with $500 bills for a BBK and install in some cases. Price is not everything. Someone could mark up the kit they bought for $10 for $50. It would still be the same kit.
Pictures aren't likely to really tell the story of the cheapest kit you can get from China vs something made in Taiwan or Europe. Materials and tolerances are probably where you'd find the difference. Much like Chinese scooter owners have varied stories, you'll find the same with very cheap cylinder kits. One scooter may have leaks and stripped bolts and who knows what else and the next may be hardly any trouble for miles/years. One cheap BBK may last years, the next may smoke from the day it's installed. Probably the biggest difference that I know of being an issue with the bottom tier Chinese kits is the piston rings. Simple solution there to make it a safe bet on install is to try to get rings expected to be of better quality to install on the cheap kit. The great number of people that have used cheap kits successfully would likely say that's totally unnecessary, while the folks with poor sealing that had to replace their rings would likely tell you it's a must.
I would also anticipate more potential for differences in the same kits. Maybe the deck height is a little different from piston height or the cylinder height or piston to cylinder wall clearances have more variance and so on. I'd expect all specs to be pretty close from one to the next if I bought say Airsal or Malossi. Chinese factories have been known to use what's available and machinery is not maintained to the highest standards when dealing with manufacturing of the cheapest parts possible. China can produce high quality things, but you aren't going to get the best they're capable of in a $20 kit. If Harley or Yamaha contracts a Chinese factory to make parts for them, they're gonna ensure they get a good product and it's not going to be the cheapest that China can offer. They need quality to uphold their brand reputation. When you make a kit with no name or any old name that someone willing to buy a crate full of wants on it, you aren't concerned about that.
I'm in no way saying not to buy a Chinese BBK. If you've got a 139QMB, your scoot is likely Chinese anyway. Perhaps for practical use, you'd never even notice the difference in a $20 kit and a $100 kit. I think it would be inaccurate to expect them to be equals though.

I got lucky w a $40 bbk for my 2t minarelli motor, but it was a ruima and a decent bore. Lasted a while too. I had a Chinese bore on a bike that worked ok, but I think it had less hp than my oem jog motor. After I pulled it off to replace it w a tpr, I gave it to my brother who pointed out the transfer ports being small and not cleaned up or ground out at all. looked great for someone who wanted a cheap bore to hone out and do some porting, but definitely not hi-performance haha.

It is probably much bigger deal on 2 stroke since there are pots, but on a 4 stroke different story

Maybe... But 2t is way more simple, with less moving parts. I would think the head on a 4t would be pretty important since it has so many parts in it.
