Not sure if anyone has come across this issue , but on the last 3 scoots i assembled / pdi checked none had working fuel guages, but easy fix. Just shake the snot out of scoot (side to side) & float unsticks itself. These were all new TaoTao scoots. Im assuming the senders were stiff not allowing float to rise without some motivation.

Yes! We have seen many. Even back to 2013. They all look very similar, but often it is the OEM assembly that was put together too tightly. The ones we have seen have a push on style "keeper", which if pushed too far onto the pivot rod, make the float arm stick to the guide.
Like you said, simple fix...just loosen it. Or shake it, as you did until the arm loosens up.

That was a common problem on Vip's in 2014 ! You would pdi them everything works two weeks later a issue gauge works intermittently warranty work order.. Some you could fix my just pulling the unit from the tank and loosening the clip reinstall it and most worked . We ordered 50 scooters one time and all 50 came with the same issue and in 06/07 Chinese scooters had no dealer reimbursement plan at all so we just sucked it up and fixed them at our cost , IT SUCKED !

A large gripe of mine...came up today again, is the lack of quality in ANY fuel sending unit. My Ford Focus has a shite unit that works well, doesn't, get crazy, better...all over the place. Problem is that the economy calcs use the fuel level to indicate how long until empty. It also used vacuum converted as an inferential calculation for "instant" fuel consumption. When the level is whack, everything is. Last fill up, thinking empty an bad economy, only took 32 liters on a 45 liter tank...
