Ok, I've got spark compression and fuel and it won't even fire. I pulled the intake boot, good vacuum, adjusted both valves to 5 thousandths, got great spark, spinning fast with drill on flywheel nut I spray atomized (spray bottle) fresh 92 octane into the intake port and dont even get a pop. So, I reassembled the whole thing (new o-ring on intake) good clean carb and jets, reset float level again, new spark plug (c7hs) again, and still nothing. Even starting fluid into back of carb while spinning 800 rpm with drill, NOTHING! can timing be off that far without touching anything? It's got me crazy

Yeah, I'd definitely get that thing to TDC and see where both your flywheel and camshaft are.
