It's a Scooter Just kiddin. Maybe some sort of CARB or emmissions crap. Does it run Ok? I was thinking a funky fuel filer/petcock of some kind but, I can see the one in the tank so, I would have to guess Emissions crap Does it lead to the valve cover or exhaust?

yeah its part of the smog system im willing to bet at one time the end that runs into the frame went into the air box and the exposed nipple ran down to the exhasut pipe

i agree this thing must be some kind of emissions thing.. but i can tell you that it never ran into the air box... this thing has your standard marinelli front facing intake\air box...
But seeing how this is a cheap chinese scooter maybe this was just something built into it for the 150cc model?!

Its some sort of emissions setup. Both my Keeways had it stock the nipple showing in the picture connects to the exahust via a rubber hose. Disconnecting it does nothing just make the stock exhause super loud.
