The scoot starts up and gets going just fine. When I come to a stop or slow down, I feel like I'm driving in 5th gear in my car doing 15 miles an hour. Engine is just bogging down, as if not downshifting.
My question is... could this be an engine related problem? (I'm having trouble tuning right now, it's just so cold, and it's not the same temperature everyday.)
My other question is, Should I go with a heavier spring, or should I go with heavier weights?
I have $100 for the scoot. Where should I spend it, and what should I spend it on? I'm looking for to get the scoot running a little faster, and maintain reliability.

Welcome to the forum ;D Knowing what type of scooter with what motor, miles, etc would help. It sounds like its a torque driver issue. The TD spring is weak or the TD is dirty, the slots worn. I would check that first...

I would check out the transmission first. As 2strokd said, check the contra spring. Make sure the belt's in good shape and dust isn't everywhere mucking things up. Pull the torque driver apart if you're up to it (there's a how=to in the tech section) and put some fresh grease in there. Make sure your rollers aren't flat spotted or anything like that. Take care of repairs and maintenance 1st, then see what you have left out of the 100.

Good advice. Gotta Christmas shop today, so it'll have to wait. When I get everything apart I'll take pictures and you can let me know what you think.
As I posted in another thread, it snowed quiet a bit. You can imagine the amount of sand and salt on the road after that. I was riding my scooter throughout the blizzard. I had ropes around my tires for traction. Worked really well.
I know that it was probably a dumb thing to do with the ropes, but I needed to get to the store. There was no way my Hyundai Accent was going to make it there, too heavy. Just kept my feet on the ground during the rough spots. Wish I would have taken pictures.
All that sand and what not probably got in there and mucked things up. I think it got worse since I've owned it. I've only put about 150km on it so far so it's hard to tell. Sounds right though.
