:welcome: I'm not even sure what engine the Panda has. Some of the Qinqqi scoots have a 1E41QMB (might try looking for that or another engine code somewhere on the case). If that's the case, it's very normal to top out around 30MPH, even unrestricted. They don't use a CVT transmission, but have a chain drive under the transmission cover instead, so they're a single speed where a CVT can change gear ratios in it's belt drive automatically. They can be good riders, but not good if you are looking for more performance. I'm not sure if that's what you have or not though, so look around and see if you can find any numbers on the engine/transmission case and let us know what they are. If you have to run with the choke on, you aren't getting enough fuel or too much air for some reason. Could be a carb in need of a thorough cleaning. Could be an air leak. If you don't have the airbox installed, re-install it. I attached the pic you posted in a format easier for most to view. Attachments:

I have one of those that I have been parting out. It uses a SQM50QT-B or a SQM50QT-B2. It also has a chain drive. If you need anything for it let me know. I also have the owners manual and the parts catalog. I bought it from the original owner and I found it strange that they would give you a parts catalog with it, makes you wonder.

To the OP, that would be a Qingqi SQM50QT-B2, not the engine type. A search online will generally produce lots of responses in Chinese and Russian. Have fun with this little gem: babelfish.yahoo.com/

well so far what i found was the model number is QM50QT-3 i don't see any numbers on the engine case there is a sticker but it's pretty much worn away ... i know the spark plug cable and plug are on top of the carb area there is a little trap door like thing inside the seat where you can access the spark plug by removing the little cover ..

If the spark plug is above the carb, that means it's a vertical engine. That model of scoot is quite common with the vertical 1E41QMB, so that's my guess. Like I said before, if that's right, your speeds probably won't improve much. That doesn't mean you have to put up with it running poorly though. Check the airbox over, make sure it's clean, and reinstall. A carb cleaning is more time consuming than anything, should only cost you a can of carb cleaner, so I'd do that next. Find the fuel line and replace the filter or at least look at it to see if you can tell if it's partially clogged or something. That's another maintenance type of check/repair, so even if it's not the problem it's good to do and fuel filters are cheap.
