Thanks for all the feedback guys. My scooter is at about 494 miles. I leave it in the front yard. It's covered up now, but it was uncovered and rained on tremendoudly for almost two months. It does start electrically now after I kick started it and rode around for a bit. What should I do first? The seaform? Or should I take the carb out? I'm brand new at this stuff, but I'm willing to learn at the guidance of you fellas. I stay in Miami, Fl. My scooter was never knocked down and the screws on the muffler weren't too loose. I won't ride it until everything is taken care of. I know that it's going to take some time. Can I pload the video on this site? If not, here's a link to the video.

That just sounds like a loud muffler or an exhaust leak to me. Since you haven't swapped pipes, I'd suggest checking the connection at the header to engine and where the header pipe meets up to the muffler. Make sure all the bolts are secure. It may need a new exhaust gasket.
2 months is pushing it for ethanol-laced gas, but as long as it's running I'd use it up soon if I wasn't going to drain the fuel system. As others have already said though, don't ride until that throttle is operating properly. Crashing sucks!

They haven't. Thanks for the warm welcome. So, can you give me some how to instructions on your advice with the exhaust? I'm totally ignorant to the whole scooter maintenance thing. Is that a hard job to perform? How do I make the throttle a smooth turn again? Someone mentioned WD-40. Will that do the trick? If so, where do I put it?

The exhaust is simple. Make sure the engine is cool first, to avoid burns. Start at the exhaust outlet at the rear of the scooter, the chrome tip that's part of the muffler. Look to the front of the muffler, the silver canister, and you will see that there is a triangular flange with 3 bolts in it. You'll need to make sure all of those are snug. I wanna say you'll need a 12mm wrench, but it's been a while since I've messed with that style of exhaust so I may be off a little. There is a gasket between the pipe's flange and the muffler there. It's possible that it has blown out, or deteriorated. For now just look at the joint to see if it's obvious that it's blown (shreds of gasket hanging off or something like that).
Follow the pipe (header) until there's another flange where it mates up to the engine. You should have two bolts there as well. Make sure those are both snug. Those usually require a 10mm wrench.
If you start it up and it's still loud, try getting down and listening to see if it sounds like the noise is louder at either of the joints you just tried to secure.
The best way to lube a cable is with a cable luber, like below.
Otherwise, I guess you just find a spot where the cable is bare and do your best to get WD-40 or a lube specifically for the job throughout the whole cable inside the protecting sheathing. You'd either have to take apart the throttle assembly or remove it from the carburetor side. The throttle assembly is right on the handle bars, you'd have to start pulling panels off to get to the carb, so I'd say go with with throttle disassembly.
You should see a housing with some switches attached to the throttle grip. It sort of splits in half if you remove the two bolts or screws that should be on the back side of it. Once it's apart you should see where the cable enters and wraps around the throttle grip. There's a large barrel on the end that will need to be pushed out of the grip sideways. Once that's pushed out the cable should just be flopping around inside the housing. Look at where the cable enters the housing and you may see a screw and bracket to secure the cable or the cable may just pull out. Don't force anything, look things over before using any force to avoid damage. Once you get the cable free, you can attempt to lube it, then it needs to go back together. Pay close attention when removing things, and the install should be pretty straight forward. Take your time and make sure the cable is installed in a way that it won't bind up or anything. Also, if you find that the cable is frayed on the bare steel parts it may be time to replace it.

got it.
that noise is coming from where the pipe bolts to the engine or where it bolts to the exahust. simple fix.
I think - mine was diff, but yes I know it well.
I didnt read the posts above, hence I suspect those guys may have naileed it too.

When I was riding a few months ago before the bike sat for two months the noise started. It was brought to my attention that one of the bolts under the bike from the muffler came out. I couldn't find the exact bolt, but I found one that fitted. Could that be another reason why it was loud initially and when I tightened the replacement bolt and went riding, it came loose? I'm going to do what you all suggested and let you know if I get up and running again. Thanks.

Could be. I just hope you didn't damage the cylinder head if you used the wrong bolt. I believe it should be M6 x 1.0 thread pitch, I think about 20 or 25mm length. They're not that hard to find as long as you know what you're looking for. Lowes, Home Depot, ACE, mom & pop hardware stores, auto parts stores, any of those should have them.
