I just recently bought a 49cc scooter that was kinda taken apart, long story short I put it back together and can get it started. The problem is that when I get it goin it will eventually bog down and die. I think that maybe it is flooding. There is gas in the air filter but I am not sure if that is uncommon. If anyone has any ideas I would really appreciate it. Thanks All!

Why was the scooter 'kinda taken apart' and what did you have to do to it? 2 or 4 stroke?

Throttle cable was off and a vacuum line was missing from the bottom of the carb that ran to a round device that the gas line runs into. Plus I had to change the gas out because it had something in it that was thick and settling in the bottom of the tank restricting flow. I believe it is a 4 stroke seeing how there is a spot on the bottom of the motor for oil to be check/filled. I took the carb apart to make sure it was not all gunked up and it was clean from what I could tell without stripping it down to pieces. I also noticed that there is gas coming out around the big hose attached to the carb that runs to the air filter. Thanks for the help.

to the forum. Do you have pics of the carb and the device you routed the bottom line to? Most of the GY6 scoots (most common 4 strokes) just have a float bowl drain on the bottom. It's usually just a hose that runs down far enough to route fuel away from hot parts. It's either got a screw beside it to open it for draining fuel or sometimes they have a metal piece on the end with a screw that can be opened to drain the bowl.

Your right, sorry I misspoke the line I attached was not on the bottom it was next to the valve where the fuel line goes in.

If you are getting debris in the fuel then that can cause the float valve to stick open and flood out the carb.
I'd start by completely flushing out the tank real good with some gas. Fill it halfway and then shake it and dump it back into a container through a couple of coffee filters so you can re use it over and over to flush out the tank and then discard it. Once you arer satisfied the tank is clean, clean the carb, flush out the fuel lines and replace the fuel filter. Then give it a try.
You may need a new petcock valve. If they get debris inside them they can stick open too.
