So I recently got this scoot. Its a 2008 Lance Venice with about 4500 miles on it. This is the second time I am filling the scooter up since I got it and I realized its getting 40 MPG...I dont see gas leaking anywhere. I dont know the scooter very well, but it also seems to be losing power when it gets over 30. I tried adjusting the carb, but its such a pain in the ass to get to on this scoot. So I dont wanna pull it out unless I have to.

I would suggest a valve adjustment as well as the carburetor cleaning and adjustment. Take off whatever you need to in order to reach the valve cover and the carburetor easily. Leave as much off as possible for safe test runs. Once it's right, then install all the panels and such.

I used to hate working on the Venice model but after about 10 of them I can strip one down in less than ten minutes now. It gets easier but like Brent said, slap the seat on and test ride/run the scooter prior to installing all the plastic back on it.
1. Remove the luggage rack/seat back rest and the 4 bolts inside the seat tub. The seat/tub won't come out yet. 2. Remove rear side panels 3. Remove rear splash guard 4. Pull up on the plastic piece below the seat hinge and the entire seat/tub and plastic piece will come off as a unit.

Ah, a valve adjustment? I just got the scoot running again after replacing the crank seal. A valve adjustment might be outta my scope

Valve adjust is no big deal. You can do it. The hardest part is taking off and reinstalling the damn plastic so you can get to the valve cover. The rest is easy-peasy.
