I have a black ring around my variator.
Because your picture link does not work (for me?) I can't see what you are talking about.
it appears that the belt is not climbing all the way to the top of the variator
Most don't. Most come close, but they don't get to the very top without modifying your variator (or buying an aftermarket one), but likely when you modify the variator to get to the top, you lose the bottom (or some of the bottom).
Would stronger clutch springs solve my problem?
Old fella scratches head here, wondering what clutch springs have to do with the operation of the variator? Sure, you want your clutch to "hit" before the variator up gears the transmission, but clutch springs do not affect the operation of the variator.

Typical OEM set-up black ring belt burn. Try heavier weights and see what it does

Thats what my vari looked liked wen i got it. In my case the belt was worn so thin it was slipping and left that black ring of death. Seems like my belt rode up just as high as well. I had since put in a new belt and just got done with a nico vari i bought off another member. I tried going from my flat spotted 4g weights to a set of 7g and 8g and take off wasnt shabby but by bike didnt rev as high up top.
If im not mistaken the clutch springs will let u rev a lil higher, but I have no experience with them yet. was gonna put a set in today, but no one here at Honda has or would ever need a 1 1/2in socket.
I posted a pic of a worn belt next to a new belt if u can find the thread ''how to tell if cvt belt needs changing'' or something along those lines.
I would get a new belt, check for flat spots on your 4g's, order a new set anyway, and get jiggy.

Here is the real "goofy" thing:
You have not identified what you are working on. Your moniker is "yamatrix8"..... is this a real life Yamaha?
If it is: the variator won't fit, the rollers won't fit your stock variator, and the best place to get a belt is Yamaha. Aftermarket belts are "close", but not close enough. 4g rollers are fine in a 50cc Yamaha w/wo a pipe. (I run 3.5g weights in mine)

A lot of Chinese 50s actually do use the large (90cc style) variators. To be sure, you can check before you buy.
If you're measuring the splines the variator rides on, the small style is about 13mm and the large style is about 16mm.
If you're measuring the drive boss that rides over the splines on the crank, the small style is 18mm and the large style is 21mm with the stock variator.
You can also count the splines. The small style has 17 splines and the large style has 15 splines.
16x13 rollers or sliders work in the Hoca variator. 15x12 work in the stock variator.

I measured around the splines with a caliper and the shaft is 16 mm so the 90cc one should work. Weird huh?

788 17 28 Bando or Bando kevlar. Lots of places sell the standard Bando, PFS sells the kevlar.
