I have tuned a couple of those piaggios with big wheels. If you don't want a race build and or spend considerably more, then this is what I recommend:
-As others have said buy the Malossi Sport for AC Piaggio motor
-Buy the Malossi multivar variator (the 7.1 rollers that the variator comes with work fine as does the white torque spring)- a new variator is not absolutely necessary though.
-Buy one size stiffer clutch springs than stock. May already have these when they swapped out the pipe.
-Buy a new malossi special belt to fit Piaggio motor
Scooterpartsco is a good source, should cost you no more than $250 and you get a rock solid scoot with top speed around 55 and good up the hills.
No need to replace the carb. These bigger wheel Piaggio's scoots should come with 17.5 Dellorto (or eq) Check to make sure though and that you don't have a 12.
I get no added performance in a piaggio sport build when I swap out the 19mm for the 17.5 carb. If you think you will go racey in the future go with a 21.
No need to buy torque convertor or clutch.
Your pipe is fine. When they put the new pipe on they probably changed the carb main jet. Check your jet size -should be 72 or 74. If not, when your buying your other stuff, I would buy 70, 72, 74, 76 sizes.
