This is probably a silly question but can anyone tell me what this guy is doing during each clip?
For example what does he do with the carb in the beginning?

what did he do to the cdi unit? and etc.

Over in the UK their laws are draconian. They restrict 50cc scooters to 30 MPH. The brass screw he removed in the carb cap restricts the diaphragm motion so less gas gets sucked in. Some CDI's have a rev limiter so cutting a wire (sometimes pink) disables the rev limiter. The Variator will sometimes have a restrictor washer in there to limit the travel of the variator. I've even seen a throttle restrictor screw before as shown below. US scooters don't usually have these things.
