I am working on stock 49cc 4t. The comp. is 120psi should it be closer to 150psi? I havent checked the vavles. It has about 500 miles on it. But it has a lot of blow by coming out the vavle cover vent hose. Does not like to run with air box hooked up. I am thinking It maybe rings or crack piston. Almost forgot it was way over full on oil but not now. What do you think?

Not much you can do to improve that situation w/o cracking it open. Check/adjust the valves. If they need no adjustment you'll have to open it up and put in some new parts.... probably rings and head gasket at a minimum. Sounds like big bore time to me (not a lot more). If no money is desired to be spent on it use some Restore to get a few more hundred miles out of it.

I tore it down and the 2nd ring was stuck. But because it was over full on oil does reverse hydrolock sound possible?
Almost forgot the 49cc had a 44mm bore/60cc

I would think it'd take an awful lot of oil to hydolock it from the crank side. Most folks that add too much just end up pouring a full qt in. A full qt wouldn't lock the engine up I wouldn't think.
