Finally found a scooter forum that seems to be filled with real people!
Here's my story; Got a TaoTao 50 Chinese scooter. At a stop sign it just dies, I try to start, won't turn over. I'm smelling gas. I pull over, and there is gas coming out of the air intake (I think it's the air intake at least). Get it home, I do some research I decide that it might be the fuel valve stuck open. I had stopped treating my fuel. By this time there is no gas in the tank. I replace the fuel valve and the filter and lines for good measure. Still won't turn over. It sat for weeks with no gas, and the fuel lines disconnected. Is it just an empty tank that needs to work out, or is my initial course of action way off anyway.

Did you check the drain plug on the carborator? Some just have a screw directly in the carb that can fall out, or there may be a tube that comes out that should have a screw in the bottom of it. Again, they fall out.

If you loaded the engine with that much fuel very likely both the crankcase, and cylinder, are full of raw fuel. At the very least, pull, and smell, the dipstick. If full, drain out what is in there (fuel/oil mix). Pull the spark plug, with the ignition off, turn the engine over by hand, see what comes out of the plug hole. Leave everything open while you go to the store and buy a new plug and oil (X2, because you will be doing another oil change after running for about 10 minutes).

Drain screw in in place and looks secure.
When it had died, I mentioned that there was gas coming out of the air intake. When I pulled on the throttle, it'll even spurt fuel out. Lead me to believe that there was too much fuel coming into the carb. Was I correct in that assumption?

If the float is working and set properly, you shouldn't have too much fuel into the carb.
If fuel is coming out of the inlet of the carb, there's also a possibility of a valve issue. Might want to try a valve adjustment just to rule that out and it's good to do if you haven't already because they aren't always set right from the factory.
