You can check if you have a voltmeter, 12 to as high as 50 depending how it's wired.

Does the fuel get into the bowl? Crack the carb drain and see. I'd also check the carb for clogging and clean just in case. Also let us know the jetting in it. Yes fuel does get into the bowl. Ive cleaned it many times but ill clean it again. Im getting the exact same symptoms as the other carb so something is telling me this isnt a carb related issue. If its running on starter fluid(which I cringe every time I hear it used on a 2 stroke) and it stalls, then its a fuel related issue. The a/f screw that you were adjusting controls the air on the idle circuit. Closing it will cause the carb to draw more fuel. Opening it will cause it to draw less fuel.(Yeah, I know it sounds backwards but you are adjusting the air, not the fuel). The screw should be about 3/4 - 1 turn out for starters. You say you have cleaned the carb several times. Are you removing the jets and cleaning all the openings in the jets with small wire/drill/torch tip cleaner ? Just spraying them with carb cleaner and blowing them out will not be enough. Also have you checked the engine compression ? I would suggest using a spray bottle with premix when you try starting it. Starting fluid will eventually wash the cylinder and any other lubricated part of oil and you basically running it without oil. At that rate its not going to last long.
