I've recently been having issue after issue with my scooter. Is a 2009 Rokets Maui 49cc.
About a month ago The crankshaft in my motor completed snapped, almost a perfect clean break and did minimal damage to the motor. Because the motor was apart we decided to go shead and bore it out with the 72cc kit. Took several weeks to get all of the parts in order and installed correctly. We finally tried to start if and it sounded like it was trying to turn over but wouldn't. Initially we thought the jets we got may have been too small and also upgraded the fuel line go narrow downvsny fuel issues. Still, the scooter would not turn over.
I checked to see if the spark plug was working and it will not spark. The battery is brand new. I did the voltage tests and looked at both the stator and flywheel, the stator looks burnt snd the flywheel looks a littlle rough, doesn't appear to be getting power.
Any other ideas on what I could check or would replacing both items be the optimal solution? Any other tests?

Make sure all ground wires were put back on. Some scooters have a ground wire on the valve cover that seem to get misplaced.

First check the side stand switch............. A bit down this page: www.chinesescooterreference.com/manuals_charts.htmIs a diagram of the ignition wiring/CDI With a test light hooked to the + terminal of your battery, and the key on, check the wire going to the kill switch, making sure it is not grounded (lighting the test light). With a volt meter (switched to AC volts, 0-100, one lead grounded) check the CDI terminal, directly below, marked AC ignition power. When cranking there should be around 65v here (so be careful). With your meter again, your ignition trigger pulse voltage should be .5-.6v AC cranking (you aren't going to be able to measure this with a cheap meter... they aren't fast enough).

I have been having problems as well with my 49cc atv, Have not found the problem yet and I have replaced all electrical components; CDI, Stator/ Firing thing, Now I'm looking at my remote box. Could that have anything to do with not having spark???? :'(

Welcome to the forum calkid! You mean the alarm box or something else? The alarm is capable of disabling spark so it's possible.
