I changed my front tire to a taller one. I didn't measure the height but I measured the roll out. The stock was 58" the new one is 58 3/4". I know its not much but if my speedo was dead on at 40mph. Now if I am doing 40 on the speedo am I actually going faster or slower than 40 indicated?

I'm pretty certain you are going faster.

Faster. Your speedometer is calibrated so 1 revolution = X distance. Now it is actually moving farther per revolution, but still telling you the speed based on the lesser distance.
