Last night I was riffing on names for the challenges... these might be used, might not. Since it's 4th of just I tried to call out cities and make it sound like a wresting move:

I think we need to limit the definition of a scooter to a step through scooter and not a motorcycle. Motorcycles can do too much distance too fast to get all the challenges.

That didn't clarify anything for me. Do you mean only motorcycles that aren't at all scooters? Like not a CBR600RR or a bagger Harley. This is a scooter and a step through and a motorcycle. Technically a scooter. Designed to step through. Registered as a motorcycle. Scooter, registered as a moped, but has a frame brace so now is it a step through? And it has more power than the 150cc scoots registered as motorcycles... even though that's a 49cc based engine in there. Then there's the stuff like the Vespa GTS300 or 250 that looks like a classic scooter, but can cruise around 70MPH all day. Or how about an old Vespa or a Stella with a big 2T registered as a motorcycle, capable of highway speeds, and with manual shifting? What about an actual moped? Scooters are weird.

It's up to @fatkid. What I was getting at is that this is a game for scooters. It doesn't matter how it's registered. I'm basically saying no motorcycles. The scooter cannonball run defines it like this:
• 2.1.1 A scooter is a two or three wheeled vehicle that satisfies AT LEAST THREE OF FIVE of the following conditions: • 2.1.1.1 unit construction of engine, transmission and rear swingarm. • 2.1.1.2 wheels no larger than 10in. • 2.1.1.3 originally equipped with a step-through style frame. • 2.1.1.4 originally equipped with running boards or leg shield. • 2.1.1.5 a single cylinder engine design.
But, like I said, the intention is to keep motorcycles out. Again, not up to me. Just making a suggestion. It's not like we had a real problem with it before. In fact last years rules said motorcycles were ok. However, the more we open this game up to the likes of reddit and stuff, the question will come up and it's better to get out in front of it.

By those rules, my TMAX 500 is out. Meets 3 & 4 only. But then a Burgman 400 could meet 1, 3, 4, and 5 and be fine even though it's capable of highway touring and has a big plush seat. I think there are 250s out there that will meet all 5. If you wanted to keep out big stuff in general, then it would be easier to do a cc restriction. Nothing over ___cc. But I know you guys with Rucks with big bore GY6 engines wanna play, so if you can ride a 170cc then you might as well be able to ride a 250.... and if you can ride a 250 a 650 isn't all that much different in the kind of riding you can do. A scooter with a 150 and motorcycle tags is an advantage over a 49cc with moped tags here, because I can't even go on some roads legally with a 49cc. Kinda gets to the point of, are you trying to run a spec class and put everyone on a stock Ruck like an IROC event so it's totally fair or are you just trying to have a good time? Rules fall into a legal area where people interpret them their own way unless they're very well laid out, but it can be tough to be inclusive and well defined for this genre. I was involved in the beginnings of the now defunct NASRA (North American Scooter Racing Association) and was trying to help it's founder come up with rules. I can be quite detail oriented and uncertainties leave me with questions (you may have already figured that out), so I wanted to get in depth with rules. The founder wasn't really on board for that and wanted to keep it simple. What he said was to keep it simple to start with. If issues arise, then we can get into detailed rules. Pretty much saying there's no sense in working ourselves to death trying to think of everything, when it may turn out that none of it is an issue. That may be the approach to take here. It could be as simple as something like these examples : -Scooters only. -Scooters and mopeds only. If someone plays on something that you don't think is a scooter, come out with new rules next year. If it turns out that some dude on a Burgman 650 rides 2000 miles in 48 hours and gets every tag, then next year you release a new rule set with more details. I don't really think it's a problem though. I rode 600 miles last year and that was nearly as many miles as the rest of the top 10 combined. I don't think it was because I did it on a 500cc. My average speed was 29MPH because I spent a lot of time tooling around in towns or just going slow looking for things. I think it was because I was willing to ride 17 hours, sleep, get up and go again much more than because I was on a 500. I don't see any reason that anyone couldn't do something pretty similar on a Ruckus with a 150 swap. I regularly do 450-550 miles in 2 days on any car show weekend of the year on a 49cc based scooter purely for my own amusement and that is with most of the time spent in a city going red light to red light. The winner rode 60 miles and didn't get a single bonus point for mileage (5 points per 100 miles).

And it's a big deal over on the cannonball sites... something we might not want to get into. But Cannonball has different issues... tank size, chain vs belts (reliability when riding cross country, etc). I agree with you, scooters and mopeds only. CC"s shouldn't matter.
