Going off of what Tom said....How old is the carb? Do you have a good seal at the vacuum diaphragm on top for the slide inside the carb? I.e. does it maybe have a hole? So the slide never goes up? It did this before and after your needle adjustment, so I don't think that would be something YOU did.
How many miles on the scoot before you got it/started measuring speed (Was there ever a time it went faster than this that YOU have driven it?) Is it a worn engine? Do we need to compression test it?
I'll second the suggestion, if you don't know what weight rollers are in the variator, check them; make sure they look okay. I can tell you from past experience, I've had a variator that 'looked' okay, but didn't work well. I destroyed two belts and a set of rollers that way.

The carb is new and yes the air filter I replaced to one of the cone types that came with the “tune up” kit.
The last owner told me it slowly started going slower which is why he quit riding it and let it sit. He claims it used to do 45, then 35 then he couldn’t get past 25 which is basically where I’m at. Really thought a new carb was the ticket but not so much it turns out.
I adjusted the throttle cable this morning at the carb but haven’t gave it a test run yet today.
As far as miles, clocked at 2465 but the speedo had stopped working with the previous owner so it is not accurate. He said it’s most likely well over 3000.

AHA! Not sure, but the 'slowly getting slower' might be a key. Have you taken apart the clutch bell on the back pulley yet, I know you were going to look at the clutch. I wonder how thick those clutch pads are, and if the inside of the clutch bell is REALLY nice and shiny, you've got clutch slippage. I just replaced a clutch for that (sadly it was the 'stock' clutch that came with the scooter at the dealer, 1k miles and they are less than half the thickness of the mail order one?) Top end speed is back up from about 35 on mild grade, to 40, and I can hit 45+ on the flats again (I say flats, but I drive a ton of hills to and from work, so not sure). 50+ on a good downhill run Clutch and belt are really the only things I can think of that do the whole 'gets slowly slower' thing, unless you're dealing with a compression issue with a head or piston problem, and then you're in way deeper.

Finally got the new clutch installed and no noticeable difference. It almost feels like it just runs out of fuel or is flooding out when you twist the throttle past say half way.
I may give up and find a shop that will check it out.
