i had a buddy 50 for a couple of weeks that was doing the same thing. i never figured out what it was before i got the VIP and started to strip the buddy for parts. i can however tell you that i checked the vacuum line for leaks, made sure the the im gasket wasn't leaking, and checked the valve clearances with no luck. my next step would have been to try to clean out the petcock and if that didn't work i would have tried replacing it.

Could be debris in the fuel valve, or a cracked vacuum line/leak. Is there a fuel filter between the tank and the valve? If not there should be. Lots of scooters have the filter attached between the valve and the carb. so tank rust can get into the valve and cause problems.

check your tank vent to see if its cloged or just drill a small hole in the gas cap or insead of pulling every thing apart remove the gas cap and see if it works again i know the buddy 125 and 150 had issues with vapor lock

Good point^^^
If the tank vent stops up then fuel can't flow out of it fast enough to feed the engine.
