those appear to be valve stem guides and seals. thats for a cylinder head rebuild

They should already be installed on the head. They go where the valve stem comes through the head on top, but would be hard to see unless your valve springs are removed.

so i well have to take the valves off the heads i have and install this on them see i order this bbk with heads cylinder and piston and there is no instruction you dont think they are already on the heads they just sent me extras,

I think they are on the heads. It would be very strange for a head to be assembled with the valve springs in place and leave the seals out for the customer to install. I think you just have a set of spares now.
