I recently checked and it now costs $164.50 for a title transfer in WI for any vehicle. I was hoping to transfer the title to a moped project I got with the intent to sell after it works, but that would pretty much cut out any profit of a sale.
Ridiculous.
Are other states like this? I checked quick and it looks like it's less than $20 in Michigan and Minnesota. But maybe there are other fees somehow?

In Michigan it's just $15 for a three year registration and sticker. I live in MI and am not sure I could help in any way, but if you come up with something let me know. I believe you have to be a MI resident to register a vehicle here.

One of my friends in Michigan just got one of the Kymco's Agility 50s i fixed up registered. He went to the DMV with the bill of sale I sent him. They asked for more and he called me. I let him know it wasn't registered and that's all there is and he got it to work out I guess. He'll pick it up in a little over a week.
Maybe they saw the price listed and that had an impact.

Good thing you are not a Californicator. There the rules are cimplicated and vary a bit from different counties... It can look like this: *The State registration fee is $60 *The County fees range from $1 to $19 *There is a fee for off highway use for dual sports and buggies and ATV's...but not posted *Special license plates (Hondog, Kawasukme, Yamahah, etc) *Transportation Improvement fee, based on value. Zero to $4999 is $27, $5000 to $24999 is $54 *Use tax is 7.25% up to 10.25 based on county of registration, with inter-family exemption *Vehicle license fee...Don't even ask...way to screwed up, based on value, declining or how many years you pay in advance? WTF? GOOD NEWS? Scooters...no MOPEDS pay $22. Put some pedals on and have a go! *Not done yet...you must pay for the criminals to make your plate...$27 Here is my resource as of today from California: www.dmv.ca.gov/portal/dmv/detail/pubs/brochures/fast_facts/ffvr34It will blow your mind. When I was a tech writer, this page would have taken weeks to write and validate...I would have made $30K! The story in other states cannot compare. I did not even add up the potential, because me ass is already puckering. Oh...Montana. My Ducati Monster was $45 in 2007, my Yamaha WR250 was $15 in 2011. No list, no BS. Pay and get sticker. There was a forest add on, like $8 per year.

New York only requires Bill of Sale on scooter, surprisingly no title - the state government has their hands deep in your pockets in so many other ways though.

In Delaware you need a title but $50 the first time you title/tag, with 3 year reg $15 for a 3 year sticker afterwards. Vin check only at DMV when you title/tag it the first time. No inspection needed afterwards
