Sensor wire some call rev limiter is still used in some scooters, Genuine and Scootstar occasionaly if the sensor gets flaky it cause erratic running at all speeds simply discinnect and should improve performance and top end

its not uk thing, its usual european nosense. all continent have nosense, but europe win hands down. always wondered how can such a high IQ place can make so much nosens decision... guess that goes in the same box as why the hell my people voted Justin Trudeau...
my friend have a boatian imported from germany and he has that PoS of limiter. well he had.... usually you just unplug them so the cdi get fucked up and bypass it instead of trying to do any action. ive seen alot of them fron friends in france too. same story. cut the wire and voila. so unless its another unexplainable EU decision, it shouldnt be related to your no start issue. might be wrong, we dont have many of those weirdo restriction here. so not much experience.
i would check if you have a side stand switch first and if so check if its working properly. then test with another cdi.
its a REV limiter. it doesnt limit speed directly, but the REV. the rev then act on speed. so cannot be called a speed limiter even to its the end goal lol.
