Yeah it's probably the valve(s) or a clogged idle jet cause it sounds like it may have sat for quite a while. I always start with the carb cleaning because it's easier to get to usually and it kills some time. I get paid by the hour so... Bring along an extra CDI too. You never know. Could be a simple mixture screw adjustment.

You never know. just talked to him on the phone, he says he is the original owner and its never had the valves adjusted before. I told him 1hr labor for the valve adjustment to start. $30

What about drive time and the convenience fee? I charge $60-75 just to show up and say hello depending on how far I have to drive. That covers gas, my drive time, an hour's labor, the time it takes to load my tools in the van and for the convenience of them not having to transport the scooter to me. After an hour I charge $25/hr for any additional time. Parts, oil and spark plugs are extra. I don't let anyone talk me down unless they are a repeat customer.

vac port on intake manifold was broken off and vac line to fuel valve was wasted.
The carb has a brass plug on the adjustment screw how hard is that to get out and whats the best procedure you guys have found? This is the first one i have seen.

on the zumas they put a tin plug over the a/f screw and what i do is take a small drill bit and carefully drill in (dont want to hit the screw and tighten it in and mess it up_ then screw in a small sheet metal screw grab your vice grips and pull it out
if that doesnt work you may have to use an awel to pry it out
