Does this tao tao have a computer or something that needs to be reset because i changed out the ignition? I cant figure out y in the world it wont start. Thanks

check the vacuum line that goes from the intake to the fuel valve for cracks, and the intake itself. Yesterday, a customer had a bike with the vac. port that fell off in my hand and the hose to the fuel valve was wasted. it was sucking in so much unmetered air that it would not run.
You should have checked spark before replacing parts but you need to verify it now anyway, do you know how to do this?
Once you verify spark and check/repair any obvious vacuum leaks we can further advise you.

I betcha $5 the carburetor is gummed up. Go buy a can of caruretor spray cleaner for a few dollars at the auto parts. Take the carb off, turn it upside down and remove the bottom bowl. Then remove the jets and spray the crap out of every single hole in the entire carb body. Even the ones you think don't matter. Spray 'em all real good. Then make sure the jets are clear by spraying spray in one end. Spray should come out the other end. The idle jet (aka pilot jet)has a super tiny hole in it. If you can't blow air through it then it's clogged and the scoot won't run.
This kid pretty much covers it. Your carb will be slightly different.
