I lost my license as a kid for speeding too..
Here in MD, speedcams are only allowed around schools and construction zones. They might have changed the law, but I haven't heard of any changes.
As for the speedcams they use, some are radar and some are laser. What I've seen is the the stationary ones were radar, but are being swapped out to either MRCD/T radar or laser. The moving ones like the van you speak of are almost always laser, using a system call polscan.
Laser jammers are suppose to be illegal in many states, but they way they're marketed is by selling them as parking scanners. radar detectors are legal in 49 states... illegal in Va and Wash DC.
If you get nailed with Laser, it's basically a ticket notifier, unless you have jammers. With radar, you want range with good filtering. So if you're looking to buy a good radar detector, you're going to spend $$$. And if you are, wait a few months for Redenso. They're coming out with something called Thia.. It's a radar detector with AI. So far, the tests they've put out are outstanding and because the AI, it's going to be a quiet detector... no BSM, door openers and what not.
BTW, currently, I use a radar detector and Waze. Waze for me has gotten worse over the years because it seems the user community doesn't seem to mark the popo as they use to.. So the RD helps a lot.
